I made a rule of thumb and a list of different combinations (Raid Setup) for the amount of healers you need depending on amount of DPSers. Rule of Thumb 1 healer for every 3 DPS. They can all be in questing gear, with the only difference being the tanks where it will help if they can be defense capped. But as a general guideline, having full heroic gear is good enough.
